VGM Compliance: A Freight Team's Guide

A single wrong digit on a VGM declaration sent 23 containers overboard from the vessel President Eisenhower in early 2024. A booking agent had entered weights of 2.5 tonnes instead of the actual 25 to 29 tonnes per container, and the faulty stowage plan that followed caused losses exceeding $700,000. VGM compliance is not paperwork. It is a safety requirement that, when done wrong, costs money, delays cargo, and puts lives at risk.

The SOLAS Verified Gross Mass requirement has been mandatory since July 2016, yet weight misdeclarations remain one of the most common compliance failures in ocean freight. For compliance officers and operations teams, the question is not whether VGM matters, but where the process breaks down and how to close the gaps before a container misses its vessel or worse.

What VGM Errors Actually Cost

The direct penalty for a missing or inaccurate VGM varies by jurisdiction. In the United States, the Coast Guard acts as the enforcement authority, and penalties can include fines, mandatory re-weighing, and cargo holds. The most immediate cost is usually operational: a container without a valid VGM by the carrier’s cutoff is not loaded. It rolls to the next vessel.

That rollover sets off a cascade:

  • Storage charges at the terminal while the container waits
  • Revised ETAs that ripple through the consignee’s receiving schedule
  • Rebooking fees if the next available sailing is on a different service
  • Damaged client relationships when the delay was entirely preventable

Beyond rollovers, inaccurate weights create stacking and stowage risks onboard the vessel. According to the World Shipping Council, an estimated 1,382 containers were lost at sea per year on average between 2008 and 2022, and misdeclared weights are a contributing factor. Not every loss traces back to a VGM error, but every misdeclared weight increases the probability.

Where Do VGM Mistakes Come From?

Most VGM failures are not the result of negligence. They come from process gaps between the people who know the weight and the people who file the declaration.

Manual transcription errors. The shipper weighs the cargo at the warehouse. The weight goes into an email. Someone at the forwarder copies it into the booking system. A decimal point shifts, a kilogram becomes a tonne, and the VGM is wrong before it ever reaches the carrier.

Method 2 calculation drift. When shippers use Method 2 (weighing individual items and adding tare weight), small rounding errors on each line compound. A pallet weighs 22 kg, not the 20 kg estimated. Across 40 pallets in an FCL, that is 80 kg of unaccounted weight. Multiply that by dunnage, packaging, and securing materials, and the declared VGM can diverge from actual by several hundred kilograms.

Late VGM submissions. Each carrier sets its own VGM cutoff, typically one to three days before departure. When shippers submit VGM data after the cutoff, the forwarder is left scrambling to get the carrier to accept a late filing or the container rolls. With ocean schedule reliability fluctuating year to year, tight cutoff windows leave even less room for late data.

Unclear responsibility chains. The shipper named on the bill of lading is legally responsible for VGM accuracy. But in practice, freight forwarders, CFS operators, and third-party logistics providers often handle the weighing and filing. Delegation does not transfer liability. When something goes wrong, the compliance exposure falls on the party named on the B/L, even if someone else made the mistake.

A VGM Compliance Checklist for Freight Teams

Compliance teams should verify each of the following on every shipment:

  1. Confirm the weighing method upfront. Know whether the shipper is using Method 1 (full container weigh) or Method 2 (itemized weight plus tare). Each has different documentation requirements
  2. Verify the weighing equipment is certified. Method 1 requires an accredited weighbridge. Method 2 requires calibrated scales. Ask for the certification, not just the number
  3. Set internal VGM deadlines ahead of the carrier cutoff. If the carrier cutoff is 72 hours before sailing, your internal deadline should be 96. The buffer catches late submissions before they become rollovers
  4. Cross-check VGM against the booking weight. A VGM that differs from the original booking weight by more than 5% should trigger a review. It might be correct, but it needs a second look
  5. Document the chain of responsibility. For every shipment, know who weighed the cargo, who submitted the VGM, and who is liable under the B/L. If those are three different parties, make sure each one knows their role
